Last decade having undertaken a number of steps on substantial modernisation of vocational training, on increase of its quality, but the most part ibrszivavelnigi process invtevnja closed for the basic customers who show increased requirements to structure and quality of preparation of experts and personnel follows prizntv, that. Thereupon purposeful efforts are necessary for overcoming of disproportions.

Modern pedagogical prtkvikt shows, that the most productive and perspective in professional ibrazivtnii are the technologies, allowing to organise educational process with the account of a professional orientation of training. The frame standard professional kompetentsy is developed with a view of::

- Maintenance of quality and praktiko-orientirovannosti vocational training of experts of an average link and qualified workers in professional educational organisations SPO according to requirements FGOS SPO, professional standards and problems of innovative development of the enterprises;

- Increases of motivation of students of the professional educational organisations to productive work on the selected speciality, a trade, and also their level zakrepljaemosti at the enterprises.

The frame standard professional kompetentsy allows to solve to the enterprises, to the professional educational organisations and students to solve problems of management of personnel selection, the organisation of educational process and planning of the future career of the graduate of the educational organisation.

The frame standard professional kompetentsy has following sections::

1) the General data.

2) Criteria of an estimation kompetentsy students on development of requirements FGOS on specialities of experts and trades of qualified workers, professional standards and official duties of workers at the enterprise.

3) Mutual obligations of the enterprises, the professional educational organisations on working out and realisation of the basic professional educational programs and the organisation of educational process, and also students on their development.

4) Obligations of the enterprises for development of young experts for the purpose of achievement business - the organisation purposes.

In section «General data» the basic requirements to the graduate - to the worker from corresponding sections of professional standards by corresponding kind of professional work and corresponding Federal state educational standard of average vocational training are led:

In section «Criteria of an estimation kompetentsy students on development of requirements FGOS on specialities of experts and trades of qualified workers, professional standards and official duties of workers at the enterprise» are resulted requirements FGOS in results of development of the basic professional educational program, additional requirements from the corresponding professional standard and official duties of the worker of the enterprise, an estimation of results of development by the student corresponding kompetentsy, in points. Values of points under each competence it is defined in the form of percentage of each competence to total amount mastered kompetentsy on FGOS. Cost of development of each competence of points is defined at the rate of sizes minimum monthly wage the worker of the enterprise for a corresponding post, a trade. In process of increase of indicators of development kompetentsy students cost of their development as a whole annually increases by factor of "quality" which pays off together with each enterprise.

In section «Mutual obligations of the enterprises, the professional educational organisations on working out and realisation of the basic professional educational programs and the organisation of educational process, and also students on their development» are specified the following questions demanding the mutual coordination and terms of the coordination:

- The list of specialities and the trades offered by the professional educational organisation for the subsequent employment at the enterprise - November;

- Definition of a quota for employment of students at the enterprise - November;

- Offers on inclusion of representatives of workers of the enterprises in structure the HOOK - December;

- Curricula, programs and uchebni-mevidicheskie materials - February;

- Requirements to results of development of curriculums and professional modules - mtrv;

- Programs state (ivigivy) certifications - April;

- The schedule of carrying out state (total) ttvysvstsii - April;

In section «Obligations of the enterprises for development of young experts for the purpose of achievement business - the organisation purposes» are specified:

- Assignment conditions stavust «the Young expert» and received conditions of professional development;

- Possible professional and official trajectories of development of young experts nt the enterprise with instructions of received certificates, t also received as a result of average zrbitny payments;

- Programs of vocational training and the additional vocational training, financed zt the enterprise account;

- Conditions uchtstija in the program «Personnel reserve».
