perfection of legal bases and organizational conditions of scientifically-methodical maintenance of the organisation of law-enforcement activity in territorial bodies of the Ministry of Internal Affairs of Russia at regional level

In the previous chapter it is noticed, that scientifically-methodical maintenance of the organisation of law-enforcement activity is an indispensable condition of increase of its efficiency. As M.I.Buhalkov has truly noted, working out and use of the methodical recommendations developed on a scientific basis, and also positive experience for maintenance of high-quality and effective performance of work in certain terms on wasps - nove full use of working hours, application of rational receptions and methods of labour activity, creations of comfortable working conditions keep long time working capacity of each employee [245].

The analysis of the literature and standard legal acts [246] gives the bases to approve, that scientifically-methodical maintenance of the organisation of law-enforcement activity is carried out on the basis of a number of basic ideas, among them [247]:

Principle of profitability, optimality which consists in achievement of the greatest (best) results at the least expenses of time, means, forces, energy;

The planned character principle, based that all activity in the field of the scientific organisation of administrative work should be based on the planned beginnings which provide rational cooperation;

Principle innovatsionnosti, consisting in steady perfection of the organisation of administrative work on a scientific basis and application in practical activities. This principle assumes also use of the automated control systems, others nauchnotehnicheskih means, office equipment. Scientifically-methodical maintenance of the organisation of law-enforcement activity considerably increases labour productivity, helps to use more expediently office and personal time of the worker, promotes optimisation of working operations, and also creation of favorable working conditions. The principle innovatsionnosti assumes also application of conclusions and science recommendations in daily practical activities, studying and generalisation of own experience, the realistic impartial assessment of consequences of accepted decisions in time to find out and use all positive, justified in practice, and also creatively to apply domestic and foreign experience of the successful organisation of counteraction to criminal displays, protection of a public order and public safety maintenance;

Principle integrativnosti, meaning set and interaction of all aspects of activity in the field of the organisation of law-enforcement activity (introduction of innovative technologies, technologies of administrative work, the organisation of administrative work, organizational structure of management);

Principle normativnosti which assumes, that all works in the field of the organisation of law-enforcement activity are carried out on the basis of certain specifications. Departmental normative acts first of all concern them in the field of labour activity [248];

Interest and responsibility principle realised by means of material and work moral incentive;

The mutual aid principle - means rendering of companionable mutual aid during labour process;

Principle of development of the scientific organisation of the work, realised by means of creation of system of the research centres, groups, other structures;

Principle of stimulation of the scientific organisation of work and innovative activity through system of material privileges and moral encouragements.

On the basis of studying of the scientific literature and standard regulation of the given kind of activity it is possible to allocate the basic directions of scientifically-methodical maintenance of the organisation of law-enforcement activity:

1) perfection of forms of division and labour co-operation, rational use of shots: selection and arrangement, distribution of functions, cooperation of duties, the creative activity organisation, collective rallying;

2) improvement of the organisation and service of workplaces of heads: a rational lay-out, equipment by modern means, service [249];

3) rationalisation of receptions and work methods: planning of personal work, studying and selection of the advanced receptions and methods, development of the advanced methods of work, application of the advanced methods and receptions of administrative work [250];

4) improvement of working conditions: a moral microclimate, psychophysiological conditions, sanitary-and-hygienic conditions, conditions of safety of work, aesthetic conditions (colour furnish of a premise, interior registration, clothes, functional music, etc.);

5) perfection of the organisation of the information: optimisation of systems of the information; automation of information work, creation of special information fund, document circulation perfection;

6) perfection of rationing and work stimulation: expansion of sphere of application of norms of administrative work, improvement of quality and validity of norms, modernisation of standard materials, introduction in a payment of the differentiated indicators, an optimum combination of material and moral stimulus;

7) perfection of preparation and improvement of professional skill of the managerial personnel: improvement of quality of preparation of the managerial personnel, wide use of systems of improvement of professional skill, reception of skills and working off of technics of personal work, perfection of self-education [251];

8) education of the conscious and creative relation to work: strengthening of discipline of work, all-round increase of labour productivity, fruitful participation in scientifically-methodical work, active public work;

9) working out of recommendations about optimisation of activity of the administrative board of law-enforcement bodies.

Optimisation in this context is understood as perfection of the organisation of work, tendency on that at the greatest economy of time fast and full disclosing of crimes has been executed, exposure guilty, maintenance of fair application of the law so that everyone made an offence has been made accountable and any innocent has not been punished.

In A.D.Ulyanov and M.N.Nikitin's fair opinion, scientific maintenance of the organisation of law-enforcement activity in territorial bodies of the Ministry of Internal Affairs of Russia at regional level is constant, passing at the strict observance of requirements of the legislation process of perfection of the operatively-office activity, based on the science and practice advanced achievements, having the purpose increase of productivity (efficiency) of work and called to promote its economy [252].

Significant sign of scientifically-methodical maintenance of the organisation of law-enforcement activity is correct calculation and a substantiation. This sign distinguishes scientific character from personal subjective judgements. The proved calculation should be based on the full, authentic and invariable information which are a necessary condition for the objective analysis of a condition of work and base for development of specific proposals on improvement of its methods and conditions.

Scientifically-methodical maintenance can be considered in two aspects: theoretical and practical. In the theoretical plan is a set of knowledge of interrelations of forms and methods of the organisation of law-enforcement activity, on the one hand, both communications between them and increase in efficiency of work, preservation of health and an all-around development of employees and collective - with another.

The author of dissertation agrees with K.L.Kostjuchenko's opinion that in the practical plan scientifically-methodical maintenance of the organisation of law-enforcement activity represents execution of this knowledge for the purpose of achievement of the named purposes [253]. Proceeding from it for definition of an overall performance of heads of territorial bodies of the Ministry of Internal Affairs of Russia at regional level it is expedient to allocate its following elements:

- Productivity of work, i.e. Achievement of the direct purposes of counteraction of criminality (detection and disclosing of each crime, investigation of criminal cases in statutory terms, at due qualitative level, at legality strict observance);

- Fruitfulness of work, i.e. Achievement of the mediated purposes (reduction of number of crimes and other offences in served territory, elimination of causes of crime, increase of sense of justice of the population etc.);

- Rationality of work, i.e. Economy of forces and means, introduction of scientific methods in law-enforcement practice, performance of remedial and other actions by correct, rational way.

From here it is possible to draw a conclusion, that any scientifically-methodical recommendations about the organisation of law-enforcement activity should be considered and estimated from the positions directed on increase of productivity, fruitfulness and rationality of law-enforcement work.

The is standard-legal regulation of the majority of labour operations in divisions of territorial bodies of the Ministry of Internal Affairs of Russia leaves the mark and on techniques of researches in the field of scientifically-methodical maintenance of the organisation of law-enforcement activity, on working out of offers on its perfection, on process of introduction of the recommendations which have justified, and also on universal law-enforcement practice.

So, the law «About police», the criminal procedure legislation, defining the maintenance of working actions of employees of law-enforcement bodies, give them one more important enough specific property which consists that a number of actions of employees is based on their imperious powers. They are interfaced to intrusion into a private life of citizens and mention their constitutional laws and interests. For this reason scientifically-methodical recommendations about the organisation of law-enforcement activity necessarily should correspond with requirements of standard legal acts.

Ranging signs of scientifically-methodical maintenance of the organisation of law-enforcement activity, it is possible to draw a conclusion on a priority of tactical receptions over scientific recommendations as the recommendations directed on rationalisation of activity of employees of law-enforcement bodies, should be subordinated to law-enforcement tactics. It proves to be true also that one of problems of scientifically-methodical maintenance of the organisation of law-enforcement activity is the irreproachable algorithm of work of staff of law-enforcement bodies on realisation of the developed receptions and methods of the prevention, disclosing and investigation of crimes, protection of a public order and maintenance of the public safety, realisation operatively-razysknoj and administratively-practical activities.

Methodical recommendations about perfection of the organisation of law-enforcement activity are based on strict scientific calculation and a substantiation. It assumes: definition of problems, gathering of the information on a modern condition of labour activity; studying of the collected data, revealing of lacks and "bottlenecks" in the work organisation; experimental check of hypotheses and prospective priority measures; the analysis of results of experiments and updating of offers on work rationalisation; a final wording and entering of offers to competent bodies; control studying (pilotage) of the introduced offers [254].

However the specified algorithm characterises only one cycle scientifically - methodical work which at this stage does not come to the end, and proceeds continuously as process of law-enforcement activity is continuous.

The analysis of the special literature gives the bases to say that search and gathering of the information on a condition of organising activity of the administrative board of territorial body of the Ministry of Internal Affairs of Russia at regional level should be spent with use of some the general and special techniques, such as: studying of process of activity of management personnel of territorial body of the Ministry of Internal Affairs of Russia at regional level (inspection of expenses of working hours, supervision over work); studying of products of activity of management personnel (acquaintance with materials of the finished investigatory manufactures, acquaintance with reports and other remedial documents, acquaintance with generalisations of investigatory and criminally-judicial departments, with statistical data); studying of the employee (questionnaire, interviewing of public prosecutors, judges, experts of the Ministry of Internal Affairs, acquaintance with the private affairs which are available in departments on work with staff) [255].

Let's consider one more aspect of scientifically-methodical maintenance of the organisation of the law-enforcement activity, connected with working conditions which represent set of elements of the industrial environment influencing health and working capacity of the person, satisfaction work, and therefore and on its productivity. So, adverse working conditions cause in people of change in working capacity (overfatigue, professional pathologies). Disease and physical inability of workers on 25-30 % are caused by them [256]. They can be subdivided on sanitary-and-hygienic, physiological, psychological, aesthetic. It and air condition in studies, and light exposure in a working zone, and intensity of work which reflects degree of impellent activity, psychological expenses. To psychological working conditions in collective, character of mutual relations between its members, customs, traditions, and to aesthetic - interiors of industrial premises, the subject environment, ergonomic requirements the moral atmosphere concerns the equipment.

Perfection of working conditions of the administrative board of law-enforcement bodies should promote reduction of losses of working hours, removal of excessive fatigue, simplification of realisation of educational function. Therefore one of problems of the organisation of law-enforcement activity - increase of efficiency and appeal of work.

The central place among other problems of scientifically-methodical maintenance of the organisation of law-enforcement activity is occupied with the questions connected with working hours. Value of the factor of time from positions of the organisation of law-enforcement activity of the administrative board of territorial bodies of the Ministry of Internal Affairs of Russia can be considered in several aspects: as legislation instructions; as time categories in the characteristic of work of the administrative board of territorial bodies; within the limits of rational use of time as means of preservation of vital forces of staff and its all-round and harmonious development [257].

Without the account and strict observance of instructions of the law the budget of working hours of the administrative board of territorial bodies of the Ministry of Internal Affairs of Russia cannot be constructed. These requirements are not that other, as the set parametres which change does not depend on the discretion of the head. Without a mention of time factors the assessment of works of the administrative board of territorial bodies of the Ministry of Internal Affairs of Russia is inconceivable.

Practically always the comprehensible calculation of time necessary for performance of this or that work is possible. It is possible to be guided by conditional indicators, such, for example, as the relation of time spent for the decision of perspective problems, to time used for realisation of operative activity; a parity of expenses of working hours on the decision of current (small) and important questions; specific expenses of time for reception of employees, citizens, and also various sessions and meetings in its general budget; a parity of expenses of time for actually office affairs and increase of the qualification. Thus the account of expenses of time is not labour-consuming work and should not frighten the head [258].

In the previous paragraphs we already paid attention that increase of efficiency of activity of law-enforcement bodies in many respects depends on use of new ideas, scientific workings out, positive practical experience of employees of territorial bodies of the Ministry of Internal Affairs of Russia.

All this activity which is carried out in a complex, urged to influence positively the organisation of law-enforcement activity of bodies and divisions of the Ministry of Internal Affairs of Russia as a whole. In it directly specify supervising documents of the Ministry of Internal Affairs of the Russian Federation, the attention to boards of the Ministry [259] is constantly paid.

As it is represented to the author, to optimise this process, to facilitate a way of idea from the moment of a birth and before its official approval and ispolzo - vanija in practical activities it is possible creation of the specialised banks strengthened by an innovative infrastructure or the centres of gathering of the ideas focused on various directions of innovative activity. These directions can be:

- Technological innovations;

- Technical innovations;

- Organizational innovations;

- Administrative innovations;

- Financial and economic innovations;

- Social innovations, etc.

Any employee can direct the information containing its concrete thoughts concerning perfection of activity of law-enforcement bodies to such Bank of ideas, and passing a direct management, probably even anonymously. After processing and the analysis and ratspredlozheny probably it will be possible to isolate really standing innovative idea which after scientific completion it would be possible to recommend to introduction [260] from all file of the information.

We here understand statement of problems, search of ways of their decision, the offer as idea on activity optimisation, change of standard legal acts, entering of additions, revealing of blanks in the legislation, offers on organizational-structural changes in law-enforcement bodies etc.

Other variant - creation in system of the Ministry of Internal Affairs of Russia of the so-called Center of development of innovative ideas as a Silicon Valley in the USA or domestic Innovative centre "Сколково" [261].

In today's conditions the centres of development of ideas even if they will work under the state contract, will not wait for instructions from above, and will be in constant search of innovations and to develop those directions which seem to them the most perspective, or problem.

Successful innovations very seldom turn out as a result of improvement or updating of an existing product, they demand radical judgement of a problem. Sometimes it is necessary to re-examine ideas and projects which have not received due attention in the past.

Often enough successful innovations grow out of persistence of separate innovators which continue to develop and advance the project under the personal initiative.

So, according to the author of dissertation, an actual problem of intellectualization of all directions of operatively-office activity and the organisation of law-enforcement activity of the Ministry of Internal Affairs of Russia as a whole, search of new forms of the organisation, construction and coordination of analytical, scientific and educational activity can be successfully resolved creation of the favorable environment for generation of the ideas capable at additional scientific study essentially to raise an overall performance of law-enforcement bodies.

At the same time the analysis of domestic and foreign experience of legal regulation of the organisation of law-enforcement activity has shown, that in world practice there is no uniform and conventional approach to legislative model in considered sphere.

Speaking about value of the given approach for Russia, it is possible to agree with O.V.Gutnikova's point of view which considers that three basic variants of construction of system of scientifically-methodical maintenance of the organisation of law-enforcement activity in the Russian Federation are possible:

1) acceptance of the special complex standard legal act regulating all aspects of the state support of development of the organisation of law-enforcement activity on the basis of scientifically-methodical maintenance;

2) acceptance as special certificate about the organisation of law-enforcement activity on the basis of scientifically-methodical maintenance, and other special laws and amendment in laws in force with a view of regulation of separate aspects of law-enforcement activity;

3) acceptance of some special laws and entering of corresponding amendments with a view of regulation of various aspects of support of the organisation of law-enforcement activity in the Russian Federation on the basis of scientifically-methodical maintenance [262].

Let's notice, however, that active introduction of innovations in activity of police forces in the developed countries has the features, it is essential raznjashchiesja how it is organised and is realised in our country. The analysis of the foreign sources anyhow containing data on administrative activity in law enforcement bodies of the Great Britain, France, G ermanii, testifies that the duty on revealing and introduction of positive experience (in our understanding) on territorial police structures practically is not assigned anywhere. In realisation of this function the key role is played by the central police structures (Ministry of Internal Affairs).

Realisation of the methodical and consulting help is carried to number of powers of police departments to police bodies on places. Besides, at appointment to the post of bosses of police candidates are trained on special courses or specialised academies where it lead up the information on scientific workings out, the newest means, new forms and methods of work [263]. As a matter of fact, it is a question of training and education of the modern head-innovatora which, having come on practice, itself becomes "generator" of innovative ideas in the field of the organisation of law-enforcement activity and the organizer of innovative activity [264].

In law-enforcement bodies of the Russian Federation the head, the first person - a key figure not only in the organisation of law-enforcement activity, but also in the organisation of its scientifically-methodical maintenance. So, work on introduction of positive experience usually begins with the order on body by which the complex of the problems connected with appointment of responsible heads and concrete executors is provided, an explanation to staff of the maintenance and the purposes of introduction of new forms and work methods in new innovative conditions and parametres of expected results.

The system of introduction of positively proved forms and methods of practical work assumes approbation of positive experience in base law-enforcement bodies as they have for this purpose more favorable conditions and potential possibilities. In any case actions of organisation-legal, moral and psychological, educational, information-methodical, material and other appointment should be thought well over and accurately planned.

Organizational actions is an accurate description of forms and the methods of work which are coming under to introduction; definition of quantity of forces necessary for it and means, their arrangement; an establishment of the concrete heads responsible for introduction; a regulation of an order of training of direct executors; rendering of the practical help by it in mastering by new forms and methods of operatively-office activity; an establishment of forms and control terms over experience introduction etc.

Legal actions - standard fastening in positions, instructions, manuals of functions and duties of divisions or concrete executors, and also preparation of the plans, separate orders and instructions concerning introduction of new forms and work methods.

Morally-educational actions - ideologically-psychological preparation of staff for perception of innovations; an explanation of importance and necessity of use for practical activities of new forms and work methods; mobilisation on timely and active introduction of efforts of collectives of bodies and divisions.

Information-methodical actions - maintenance with the necessary information of heads and other employees of bodies and podrazde - leny, introducing new forms and work methods; timely rendering of the methodical help by working out of corresponding recommendations.

Material and financial maintenance - allocation to bodies, divisions, employees of special, criminalistic technics, a communication facility, vehicles, arms and other equipment necessary at use of new forms and methods of work.

Especially it is necessary to note the measures of stimulation directed on encouragement of employees, actively introducing the best practices and scientifically-technical achievements in practice of the activity [265]. The Ministry of Internal Affairs of Russia demands from heads of law-enforcement bodies to support and develop the initiative, creative approach of subordinates to performance of operatively-office problems, morally and financially to stimulate search of new effective forms and work methods, widely to propagandise and persistently to introduce experience of the best bodies and divisions, and also concrete employees. It is necessary for heads to supervise constantly process of introduction of positive experience on places, to hear reports on results of this work at meetings, to render the necessary practical help in its realisation etc.

According to requirements of the Ministry of Internal Affairs of Russia in each territorial body semi-annual and annual results of use of recommended and own positive experience should be brought. In turn, the Ministries of Internal Affairs, GU the Ministry of Internal Affairs, UMVD in reports on work for a year are obliged to reflect practice of its application as a whole on region.

If employees have seized new forms and work methods, and their use does not demand additional efforts from organizers of innovative works, it is possible to consider an innovation introduced. Results of introduction of positive experience are considered on board or operative meeting then documents are represented to following instances: copies of reports, methodical materials about the introduced positive experience - in the All-Russia scientific research institute of the Ministry of Internal Affairs of Russia (further - VNII the Ministry of Internal Affairs of Russia) [266], and at level of devices of the Ministry of Internal Affairs, GUMVD, UMVD - in the divisions which are engaged in generalisation and the control of introduction of positive experience, and also in branch and functional divisions.

However any innovations pass through a number of stages which in aggregate represent some version of life cycle.

Now as the basic criteria of an estimation of efficiency of innovations economic and office indicators are applied. However any reorganisation should be focused on satisfaction of requirements and workers of law enforcement bodies. In this connection any innovation should be estimated from a position of that, how much it promotes increase of labour activity, level of satisfaction work, optimisation of a psychological climate in collective. Ignoring of is social-psychological, educational consequences of innovations leads to deterioration of indicators in work. Only the package approach including is social-psychological aspects, allows to provide efficiency of innovations in law enforcement bodies [267].

So, checks of the organisation of scientific maintenance of activity of some the Ministry of Internal Affairs, GU the Ministries of Internal Affairs, UMVD on subjects of the Russian Federation have revealed presence of serious lacks and omissions in this direction of work:

- There is no uniform approach and coordination of efforts of interested divisions in working out and introduction in practice of law-enforcement bodies of scientific and scientific and technical production;

- The problems demanding deep scientific study, are not studied;

- Formation of demands for research of problems such is carried out decentralised and not on a constant contractual basis;

- Possibilities of cooperation of territorial bodies of the Ministry of Internal Affairs of Russia at regional level with research and higher educational institutions of system of the Ministry of Internal Affairs of Russia are poorly used;

- Revealing, studying and introduction of positively experience in practical activities of law-enforcement bodies are not included till now into sphere of scientific maintenance of activity OVD, existing separately as one of functions of staff divisions;

- The approach to approbation and introduction in practice of scientific and scientific and technical production, and also positive experience [268] is formal.

In operating normative acts of the Ministry of Internal Affairs of Russia there is concept nauchnometodicheskoj no activity of law-enforcement bodies in the field of law-enforcement activity, accordingly there is no also a criterion of an estimation of organizational activity.

Thereupon on the basis of the studied literature the author allocates directions of scientifically-methodical maintenance in the field of law-enforcement activity of territorial bodies of the Ministry of Internal Affairs of Russia at regional level:

- Working out and perfection of legal maintenance nauchnometodicheskoj activity, mechanisms of its stimulation;

- Creation of system of support and development of scientifically-methodical maintenance;

- Activization of scientifically-methodical activity not only law-enforcement bodies, but also all interested bodies and the organisations, including public organisations of a law-enforcement orientation;

- Development of an infrastructure of scientifically-methodical maintenance, including supply with information system, advisory council creation, financial and economic system, system of certification and advancement of workings out, preparation and retraining of personnel system;

- Formation of system of an estimation of scientifically-methodical activity with the account of necessity of development of new approaches to an estimation of all activity of law-enforcement bodies that is defined by objective requirement of law-enforcement practice.

With a view of appropriate is standard-legal maintenance nauchnometodicheskoj carrying out of the analysis of the current legislation, a substantiation of the specifications regulating this field of activity, acceptance of measures to cancellation of the legal acts interfering development of scientifically-methodical maintenance of law-enforcement activity is required to activity. For a basis of this activity it is necessary to take rather-legal analysis of foreign and domestic acts and to use its results at carrying out normotvorcheskoj works in this direction.

As it is represented to the author, the additional legal regulation is demanded by the activity directed on perfection of databases in which the information on positive experience of activity of law-enforcement bodies can be placed.

So, according to the author, considerable resource possibilities from the point of view of introduction and distribution of the advanced and positive experience the information-analytical system of maintenance of activity of the Ministry of Internal Affairs of Russia (further - ISOD) [269 [270] [271] [272] [273] has. She allows to create uniform information field OVD, provides demanded level of information resources. It gives the chance to practical workers at all levels of management of law-enforcement bodies is authorised to receive the demanded information, and also will raise as a whole efficiency and productivity administrative and practical activities.

During realisation of the program of creation ISOD a number vzaimouvjazannyh multiplane problems of system and applied character dares:

1. Creation of the integrated universal information environment of the law-enforcement bodies providing interaction with telecommunication system of the Ministry of Internal Affairs of Russia, telecommunication systems of other public authorities.

2. Modernisation of the automated databanks of common use on the basis of the unified programmno-technical complexes of the information-analytical centres of law-enforcement bodies.

3. Creation of the specialised territorially meted automated information systems in priority directions of operatively-office activity of law-enforcement bodies [274].

4. Integration of the automated resources into a uniform information field of law-enforcement bodies.

5. The organisation of the authorised access of employees OVD to information resources in a mode of real time.

6. Maintenance of necessary level of information safety at information-telecommunication maintenance OVD.

7. Introduction in practical activities of law-enforcement bodies of new and perspective intellectual information technologies of support of acceptance on a scientifically-methodical basis of administrative decisions.

One of directions of realisation of program ISOD is creation of an infrastructure of a uniform information field (EIP) OVD which purpose - to provide integration of diverse automated information resources OVD of the general, a special purpose and access to them of a wide range of employees of law-enforcement bodies.

But it is far not everything, that it is necessary to make within the limits of perfection of innovative activity in system of the Ministry of Internal Affairs of Russia. According to the author of dissertation, with the account of specificity of external conditions of functioning of law-enforcement bodies in various regions of Russia: its huge sizes, huge differences in factors prirodno-geographical, sotsialnoekonomicheskogo, the ethno-demographic and other character, possessing this or that degree kriminogennosti, it is necessary to admit that fact, that law-enforcement activity has strongly pronounced regional colouring more often.

Accordingly, in each region own regional best practices which at times are difficultly applicable in other, let even in the next region [275] can work enough. Though in some cases regional law-enforcement specificity just allows to make use of the practical experience which has been saved up by law-enforcement bodies of other subjects of the Russian Federation, the characteristic kriminogennoj situations in which are close enough. So, in one regions cattle thefts are often enough made, for others criminal trespasses on objects of a forestry, biological resources, etc. are more characteristic.

The conclusion arises: if there is a regional specificity of law-enforcement activity should be the regional best practices of counteraction to offences. Realisation of scientifically-methodical maintenance of the organisation of the law-enforcement activity considering possibilities and interests of all subjects of law-enforcement activity, economic, social and political priorities as it is represented, will promote a reorganisation and national economy lifting. There is no doubt, that the system of the government of Russia should be focused on it.
