Transition to an information society, domination of the concept of a postmodernism was caused by considerable transformations in sphere of interaction of culture and media. Improbable complexity of semantic, technological and social systems, loss by them in the course of their development of basic organizational bases, mixture of various principles and styles within the limits of the same system as result of its development - all it has complicated possibility of rational knowledge sotsiokulturnyh processes. Process is aggravated with the tendency of many systems and groups to closeness, to meaningly cultivated ezoterichnosti, to blossoming and augmentation irratsionalisticheskih movements.

The culture maintenance varies also. Seeming once strong the cultural hierarchy disappears. The culture is differentiated on malozavisimye or at all cultural styles independent from each other, forms and a way of life. The high culture is no time finds the subcultural status. The teleindustry which was considered as proizvoditelnitsa a tongue-tied mass culture earlier, gets new, not function inherent in it earlier, - function of the manufacturer and the distributor of new vital forms and vital styles. The TV becomes the compiler of new culture.

Value and role of screen arts increases in this aspect. Today screen arts - complex means of development by the person of world around (in its social, moral, psychological, art, intellectual aspects), aesthetic perception of society.

When in a course stadialnoj differentiations the culture has separated spiritual activity from utilitarian, art becomes independent area.

Inartistic forms of creativity get applied character, and among them - TV. Having the general prafunktsii and praosnovu with products of high culture, the TV integrates fundamental functions of art, but thus creates own expressive language.
