Conclusions


The analysis conducted in the given chapter, allows to draw following conclusions. The USA in the conditions of a new geopolitical situation continue to use actively military force as foreign policy means.

The military policy and strategy has been revised. If before the USA prepared for one big war from the USSR, from the beginning of 1990th - to two regional conflicts. It has made direct impact on accent displacement in military costs from nuclear forces to the conventional armaments, capable to supply a victory in regional wars. The 1991 received during war experience is widely used in military building of the USA. Military operation in Afghanistan, unconditionally, has proved correctness of ideas MO the USA - Americans did not develop on the Afghani earth of tank divisions and did not establish posts. Henceforth the purpose of military operations is not territory grab, and reception of the maximum volume of the information on a battlefield then all other problems are decided rather easily. Military-technical revolution has influenced the defensive industry, mainly having displaced accent from production of platforms on information technologies. International tension decrease should lead to decrease in a defence cost. For softening negative for VPK consequences the administration of the USA has allocated more than 20 bln. dollars for their re-structuring and conversion. MO also has undertaken a number of the steps directed on change of system of purchases, working out of double purpose technologies, liberalisation of export and consolidation VPK. For competitiveness preservation in the market of purchases MO has accepted preservation strategy at least two competitors on each market segment. To each production program MO approached individually. For example, in program JSF management MO has decided, that there is no necessity to divide the contract between corporations "Lokhid Martins" and "Boeing". On the other hand, in sector of submarines MO aspires to divide current contracts between źDzheneral Dajnemiks╗ and źNewport of News SHipbilding╗ that these companies did not close the capacities. Perhaps, the most important making support of the industry there was a reform of system of purchases which has been aimed at simplification of process of acquisitions. Wide application in the military purposes of double purpose technologies became the most significant for the industry. In spite of the fact that in XXI-st century VPK remain for MO the key supplier of high technologies, more and more new decisions will come from civil sector. Therefore ability to integrate and, that the most important thing to adapt for military use civil technologies assumes importance an element of strategy VPK. Various data show, that in 1990th MO practically has not received economic gains from consolidation VPK and export liberalisation. Apparently, MO it has been more concerned by preservation design and the capacities necessary for creation of new arms, than reduction of the cost price of existing systems. MO allowed united VPK to receive high profits under some contracts that these companies have saved ability to conduct new programs of workings out or to support less profitable production directed on other defensive segments. On the other hand, four somewhat inconsistent initiatives MO on support VPK pushed them to opposite actions. Reform of purchases and the initiative on working out of double purpose technologies have been directed on liquidation in companies źdividing wall╗ between military men and civil divisions. On the other hand, liberalisation of export of arms and consolidation support created stimulus for assistance to the companies focused on defence. Thus, it is possible to assume, that actions of management MO did not reflect accurately thought over policy. The success of reorganisation of the industry is largely obliged to the general blossoming of the American economy in 1990th, instead of to any governmental programs.
